Scrapbooking Tip: Never put pictures on a page at random. It is important to be conscious of page space, picture size, and whether you'd feel comfortable cutting your picture.
Pages can have one picture or fourteen (it's crazy - I've seen it done beautifully). The key is to make the page look right in the sense that every picture has its appropriate space.
Try selecting photos for a certain subject, cropping them accordingly, and then arranging them on a page. Take out pictures that don't seem to connect and arrange pictures, stickers, rub-ons, and so on until you get what you want. It's a huge help to do this - unless you have a clear picture in your mind, it is often very unsafe to just put down pictures without lining them up first.
Don't be afraid to use a good number of pictures - as long as they are cropped appropriately, spaced well, and look suitable, there's no harm. (see example page)
Most importantly: Be aware of color. Line everything up, select themes for your pages. Scrap booking is an art. Take your time and make sure everything is as it should be before you glue, tape, etc.
